Gibraltar's GSCGCSARA is designed to connect two 1-1/2" pipes together in-line with each other. The adjustable part of the clamp has a geared ratchet tilter that allows you to change the positioning of the clamp so that it angles the bar in a different direction. So if you don't want your bar mounted straight up, you can mount it off at an angle which opens up endless possibilities.
